This is the easiest set of instructions that I have seen on how to edit the maps.   Very simple and to the point

This should answer some of the commonly asked questions about how to edit the missions and such. 

RB6 Mouse Sensitivity Adjuster (1 KB)   Author: Savage 1  Home: http://www.insomniax.net
This will make it easy to change the mouse sensitivity in Rainbow 6.   It is set in the registry so just run the registry script that is contained in the download, and voila your mouse is less sensitive.  It will set your sensitivity at 3, where as the normal is about 8.4.  If you want to change the sensitivity, just edit the script and run it again.

RSB Editing Utilities (716 KB) Author: Porkins & JimKirk
This makes it easier to edit the *.RSB files that contain most of the graphics of the game. 

RSB Plugins (28 KB)  Author: RSE
This will allow you to open the RSB files with Paint shop or Photoshop.

TSF Weapons Mod Maker Author: MiMiC
This is by far the easiest utility I have seen to edit the weapons files for R6.  Go Get It NOW!!!!!

Warchest (1.5 MB)  Author: Team Warchest
If you ever thought that the levels were to easy or needed more terrorists, this is the utility for you.  It allows you to add more terrorists to 10 of the maps.  You can add as many as 10 new terrorist for your killing pleasure.
