Planning

After messing around with this map for about an hour or so, I found that the key was in fact the plan.  This mission is very beatable if you just take the time to design a good plan.  For example, you'll need to make sure every possible angle is covered, without sacrificing any of your teammates.  I recommend not breaching the area with all the rooms, as a lot of terrorists will hide there.  Instead, think about planting a team to just cover the area so no one can wander about.  Have two teams rush in through the basement, and the other two come in from the top level.  Have one team come completely around to the other side and then sweet that area.  If a noise/disturbance is made, then guards will come running.  Have a team set up so that every angle is covered, especially the patio door.  Also, make sure to make plans for them to exit to the extraction zone.

Execution

Again, execution lies in  the plan.  There are some things to note when executing the plan.  First is that it's pretty easy to spot you, so you'll have to rush in the initial guards.  Secondly, don't send your teams around to the far left side, because whenever I did that, they always ended up dead.  Instead, have them come around front and then head along the walkway to the backside.  They should encounter at least 3 guards.  Blue team (that's you) might have to take clean up duties, but I've found that with blue team, all that they have to do is bum rush the top floor and download the computer files.  Once blue gets ready to assault, remember that you'll have to take out the guards, then the leader (else he'll blow the bomb), and download the files.  If you're not quick enough, those files will be destroyed.
