How To Make New Operatives
I think that it's pretty easy to make a new operative. The operative is made out of eight files:
data\actor\*.act =The main file.
data\text\bios\english\*.bio =The history/biography file
data\text\profile\english\*.prf =The profile file (the facts about the operative)
data\shell\faces\*l.rsb =The "Leader" bitmap file
data\shell\faces\*f.rsb =The "Small-faces" bitmap file
data\shell\roster\*.rsb =The "Roster" bitmap file
data\texture\*_camo_light.rsb =The in-game camo-face texture file
data\texture\*_hrt_light.rsb =The in-game mask-face texture file
(where * is the name of the operative, i.e. frank or bond and so on)
Now, this may sound overwhelming, but we'll take one at a time, and then you will see how easy it actually is.
THE ACTOR FILE:
The actor file (*.act), is the head or main file. It is the file, that tells R6, that this operative exists. It also tells R6 the name of all the other files. Simply edit any .act file in the actor\ directory (i.e. Arnavisc.act). You can open it with notepad. It should look like this:

Now, you start with the name. What should we call this new operative. How about James Bond?
You delete the: "Santiago Arnavisca" in the first line, and replace it with "James Bond". Then you replace the "arnavisf.bmp" with "bondf.bmp" (only the surname), and the "arnavisl.bmp" with "bondl.bmp". It is very important, that the "f" and the "l" remains right after the name.
Now to the fun stuff. Here you can adjust how good an operative is. Practically, you could give an operative 100 in all skills, and call him "Superman", but that's just no fun at all. If all operatives end up having 100 in all skills, the game would easily go boring. So, prevent this! I usually give max. one skill 100. But, it's up to you...
Then comes the "Radio voice pitch adjustment". Now, this is what determines how high or low an operative's voice is over the radio. 1000 is normal and is usually set, but if you have an tiny little lady, it's sometimes fun to give her 1050 or 1100. Or, if you have a big, muscular man, you might consider giving him 975 or 900. The higher, the number is, the higher the faster and tinier the voice is. Adjust this to what you think suit's the operative most.
After that comes some more file-destination-crap. Just correct the "arnavisc.bmp" with "bond.bmp", and the "Arnavisc.bio" with "Bond.bio". Then you have got to select the operative's nationality. If the operative is from the US, write "american.bmp", instead of "spanish.bmp". If the operative is from Spain, don't touch this. You can only choose nationalities, that already are being used by other operatives (or you can draw a new flag - E-mail me if you want to do that). Just remember to write "english.bmp" or "russian.bmp", instead of "england.bmp" or "russia.bmp".
Then comes a little correction. Just replace the "arnavisc.prf" with "burcalow.prf".
On the next line is a thing called // Gun Ready Style. I really don't know what this does, but if he is from Europe, write Europe, and if he's (or she's) from anywhere else write USA.
Beneath you have to determine, whether it is a MALE or FEMALE. This is pretty easy.
Then comes the // scale. If it's set to 1, 1, 1 , which means that the operative looks just like a normal man in-game. If you for some reason want to have a giant on the team, you might want to replace one of the 1's with a 2. This is not a good idea, since, the gun will look all to small, and the operatives head will go through the ceiling. I always sets the scale to 1, 1, 1
There's three lines left:

"arnavisca_camo_light.bmp" // Camo light face texture
"arnavisca_camo_light.bmp" // Desert light face texture
This simply means how the operative will look in his face in-game. Just replace the three "arnavisca" with "bond", and it will be just fine.
Now, save the file as bond.act.
THE BIOGRAPHY FILE:
The biography (.bio) file is the text, that shows, when you click on an operative from the operatives select menus, and then click on his history. Just edit "arnavisc.bio". You can write anything you want in here, but it will look most professional if you write it like this:
Bond, James (always surname first, and firstname second)
Born in ?? (i.e LA), ?? (i.e USA). Father worked/works as a ?? (i.e police officer), mother as a (i.e cleaning lady). Has ?? siblings. [Then comes the blah-blah-blah, about when the operative graduated, became special SWAT member and so on. This is up to your knowledge and/or your imagination] Always end with: Unmarried or married, and any possible children.
Burcalow is known to ?? and is good at ?? and so on.
So, look at it this way: The first line is the name. The second is the facts and lifetime-story. The third line is the operative as a person. This is also up to you.
REMEMBER: Only change line three times, to separate the three descriptions of the operative. When you're done, save the file as burcalow.bio
THE PROFILE FILE:
The profile file may be the most simple text file. It only describes the facts about the operative:

"Male" // Gender
First, change the ID number to something different. It doesn't matter what, just something
else. The rason you should do this, is that it looks stupid if two operatives have the
same ID. Second, change the Nationality to what you want. Then, determine, which
specialtity the operative has. The most common is assault, but demolitions, electronics
and recon are also available. Now, set the date of birth, height, weight, hair, eyes and
gender to what suits the operative. When your're done, save the file as
"bond.prf".
THE BITMAP FILES:
Here come's the tricky part of making a new operative: You have to find a picture of him, and worse: it has to be 141x211 pixels! But, if you know how, it's a piece of cake. You start with finding a photo or image. Make sure it's a .bmp file. Then, cut, resize or strech it so it is 141x211. This can easily be done with PaintShop Pro or Photo Paint. When you finally have a picture that is 141x211 pixels, save it as data\shell\roster\bond.bmp. It should have this size:

Now you have to have a picture of the person that is 43x43 pixels. It is for the "leader-window". Open the original image, and resize or cut it to 43x 43 pixels. Save it as data\shell\faces\bond.bmp. The size should be like this:

Then resize it again so it is 19x19 pixels. Now you have to make three copies and put them on top of each other like this:

The one in the top has to be darker than the others, and the one in the middle has to have black grid on top of it.
When you're done, save it as burcalowf.bmp
THE TEXTURE FILES:
These are the last files. Just copy:
data\texture\arnavisca_camo_light.rsb
data\texture\arnavisca_hrt_light.rsb
Paste them in the same directory and rename them
data\texture\bond_camo_light.rsb
data\texture\bond_hrt_light.rsb
You can also open the arnavisca_camo_light and edit it so it looks like your operative (if it's santa claus, you might consider edit the facial textures and give him grey/white hair and beard).
